It's common for actors (of all colors) to be cast in roles that are different from their personal origins. That's why it's called acting. Japanese and Chinese people also get cast as Korean people. Straight people play gay people and African-Americans play Africans.

You need to understand that typically the role is written first, then it is cast. If you would like to limit casting to people who "match" the character, then Rain and Boa would not have gotten those gigs as they are not Japanese. Work is work; in other words, stop complaining. Most people can't tell a German from a Brit, or an Spaniard from a Italian. I have seen films where Germans were played by South Africans speaking Afrikaans in the film. We are talking about people coming from countries that are further apart than Africa is long. You take the actors you can get and hope no one cares.
