It's true even in american children's cartoons. I've noticed that. It's that dracula sort of voice they think is evil perhaps, or maybe americans are always good guys, so they need a foreigner to represent the bad ones.

The british are evil and cunning in their minds, but only those who speak with a BBC type accent.
